Few quick sites: http://www.vintage-mustang.com (click forums. great site, good community) Lots of topics to search back up to 3-4 years i believe?? So good knowledge there.
More performance oriented site IMO http://www.stangnet.com
As far as your actual question "I dunno" Have to get back with you.
Yes, it's very possible, but you'll need to replace the '70 headlight buckets with the '69's. Essentially, you'll end up with a '69 front end. The problem is that the '70 system is a dual beam light and therefore, larger in diameter than the '69's. Therefore, the headlight "hole" in the '70 bucket [or fender extension if you choose to call it] is too large for the low beam '69.
However, I guess you could install some nice low beam lights in the center grille area, using a fabricated '69 plastic grille. But the law may be out to get you since you'll be running high beams on the outside along with the newly installed bulbs....might be a tad over-powering for oncoming traffic.

you can as max said. its very possible. its not gonna be cheap though. first you'll need to figure out the wiring, the underhood harness and portions of the underdach are unique to the 69. the fenders will need slight modifications, or you can just go with 69 fenders.
well, here is a pic of a 70 body and fenders with 69 lights on it, so yes it can be done.......
